It sounds like it's a catchy way of saying you need to be harsh with smokers to get them to quit. Maybe it relates to the episode because they dragged the guy out of his room to get him rejected by that girl? Or maybe whoever chose the title just thought it was cool-sounding English and misunderstood what it meant?

The title of the episode is "Slap the Stick & Addict". It sounds like it was taken from a English anti-smoking campaign. The original meaning of the slogan was to slap the stick (turn down cigarettes) and the addict (be harsh with smokers when trying to get them to quit) The characters in this episode are holding an "intervention" of sorts for the recluse character. That's probably why the title was chosen, assuming the Japanese speaker who chose it actually understood what it meant. Do you understand now?
