September 28th -  Any ideas?

Hi everyone. I have been walking the dogs after the vlog tonight (Ollie is away on an exciting business / vlogging trip which he will update you on tomorrow) . I am always seeing new details on Can Punxes and I wanted to ask if you have any idea what this is on the outside and if you have seen similar elsewhere. It’s not a lock, and it’s not a bell. Do you have any thoughts on what it could be? I have a theory it could be for water as we saw something a bit similar on a house recently with Agua written on it but there doesn’t seem to be a pipe behind so I am not sure and I don’t know if water was delivered that way or not. All ideas welcome!
