I'm a bit sketchy on what constitutes as a noble here. is it birth or is anyone that rises to a high enough position a noble? From what Lakan said that he couldn't afford to buy out Maomao's mother i deduced that he was just a low ranking official and then later rose to his current position as a strategist. The reason it seems iffy for him to be a noble from birth is that if a noble even a low ranking one couldn't buy a courtesan (from my understanding mao mao's mom had brains and just average beauty so she wouldn't have been as expensive as one of the current three princesses) then almost none could buy them making the ability to buy a courtesan pointless as anyone rich enough to do so would already have women fawning over them.

So if I remember my history correctly, their are castes basically. So you can be born "Noble" and so people will consider you for high ranking positions automatically. A commoner could work his way up to low ranks, but would forever be dismissed as a "Upstart" commoner. Also, remember that her mother's price was inflated by the fact that two rich men where in a bidding war over her cause of the whole degrading kink thing. So even as a noble, her price would have been inflated away above what he could afford.

A noble in this setting is someone given a last name by the Emperor. That doesn't really have anything to do with wealth though, and buying out a high class courtesan is something beyond most people, even nobles. Maomao is in fact part of a noble house as long as the head of the house (in this case her father) acknowledges her.

The manga makes this a bit clearer: Lakan was (and is) a noble, but at the time he was a younger son who was just starting his career in government; he didn't have enough money on hand and his family wasn't going to give him a big loan for him to blow on a courtesan. Also, as he explained earlier, Maomao's mother had some pretty dedicated fans, two of whom drove up her price in a bidding war.
