A very crucial episode indeed! It may seem filler but in the source material it has its own chapter, and another example of something that has its own chapter is actually our first introduction to Levi in Episode 9. So it just comes down to what the anime decided to do with the content, and here they decided to make it an OVA so unfortunately not many people saw it but I'm glad you did. "Ymir's people", intriguing indeed! By the way did you read the mid-credits scene for Episode 25 of S1? It gives a similar creepy mystery feeling as this episode
