Is that legal can you turn someone else's 3-D model into a Genesis 8 Compatible Figure. I know there are a few really nice models of grogue out there I will look around and see what I can find

It always depends on what kind of license they use their models. I mostly work with cc0 licenses, where the artist doesn't care what happens to the models.
