My term "Orwellian" is often used to describe governmental actions or policies that are perceived to be overly authoritarian or infringing on civil liberties, and it's derived from the works of George Orwell, particularly his novel "1984," which depicted a dystopian future with an omnipresent, oppressive government surveillance and public manipulation.

This policy could potentially be abused to infringe on individuals' rights, as it allows for the freezing of assets without the due process of a criminal conviction. This could be perceived as a form of "guilty until proven innocent," which is contrary to many legal systems' principle of "innocent until proven guilty." In George Orwell's works, such a policy might be used by a government to suppress dissent or control the populace.
