I don't recall when the last time I saw people at a table top game in even partial cosplay, since the last time I went to a Strategicon convention. Even then, it was mostly the staff, playing NPC roles at the interactive Adventurer's Guild event. Of course, when I was DMing such games at San Diego Comic Con, we occasionally had the odd walk-in in cosplay unrelated to the games we were running. ^_^

I'm pretty sure I know exactly when the last time I saw people at a table top game in full cosplay, at least so long as you only count this lifetime: I haven't. As far as just partial, it depends. If you count the DM having an assortment of hats, which they used to indicate which NPC they were speaking as, because they didn't really do impressions well, that last happened back in the early 1990s for me. And first happened back in the early 1990s for me. There was also a gamer at some tabletop games in the mid 1990s who wore a cloak, but it was just what she wore for cold weather, not actual cosplay.
