I think you missed the point with Hattori and Kirihara's scene lol. 1: Hattori is extremely capable as a magician, which is why he's able to calmly analyse the gap between himself and Miyuki (don't judge him by first impressions lol) 2: Hattori stopped casting because as Mayumi mentioned, randomly casting spells would hinder the spells from actually forming. He did the right thing, but just felt overwhelmed by Miyuki's talent. 3: Kirihara was talking about Tatsuya and Miyuki having the scent of a killer, similar to those in the military. It's a very distinct difference from regular magic high school students who are just skilled.

About the car wreck, you were right the first time. The driver was a suicide attacker, and he cast the spells to aim the car at the bus. He might've been under some kind of influence, but he was the one casting the magic to orchestrate the attack.
