Honestly, I would've placed the OVA after S1. It has the S1 opening, focuses solely on characters that appear pre-Guild arc, and serves to further establish Doppo's character and place on the team. Not to mention, timeline-wise, it feels odd to shift from Guild to OVA to Dead Apple to S3.

Just a little fun fact about their ages in case y'all wanted to know. Dazai is 16 when he meets Ango (and was already an executive in the Port Mafia), 18 in this flashback, and 22 in the current timeline. Akutagawa is 16 in this flashback and 20 in the current timeline. Odasaku is 23 in this flashback and Ango is 22 in this flashback.
