I work in architecture in the water/wastewater industry. The "announcing" of the projects is basically the projects have the funding now. Also, when you do large scale projects like removing all of the lead pipes in a municipality it requires local permitting. On top of that the design and construction of a project like removing the lead pipes require: surveying, looking at old utility composite drawing to identify the sections of the system that need to be removed, phasing (you can't just remove the pipes you have to divert the lines as you would be effectively cutting off water from people which is illegal), permit process, bidding, construction, and commissioning. What needs to happen is a fast track to expedite them. Unfortunately a lot of NIMBY's come out of the woodwork to stop these projects. Also, the underserved communities usually get fucked again. I am not trying to defend Biden (as the infrastructure bill was no where near how much funding we need) but at the federal level that is as much as they can do, the rest is at the local level.
