So what i got from this is that the Immortal Nine are protypes for the original Neans so they don't have the code to not harm humans and it seems that some of them do want to get revenge on humans for using their fellow Neans to do their bidding but as Alice says not all of them are like that asking Rouge if killing them was her own choice, She has the ability to make her own choices yet chose to follow her brothers orders blindly. I still want to believe Naomi wants to help Rouge but seems to be in the highest of power and can't just disobey orders as she pleases. I feel like questions we still need is who is her brother really? I still feel like something is up with him and why did the Immortal Nine kill Rouge's father and disguise as Rouge wouldn't they want her on their side which some seem to notice like Jill? Confusing when it comes to organizations but what i think is that the detective works for his own organization and Naomi and the Chief is working with another (still not sure). Almost seems like this story is more about free will and perspective overall when it comes to the gears and order and your ability to choose for yourself because it seems like anyone who falls out is killed or taken care of.

That makes sense. I have a feeling Naomi is antagonist. Something about how she is acting is making me feel like that's the real her. As if she is part of an alien race or something. She's mysterious. The theme definitely seems to be about free will, as you mentioned. It should be interesting to see how it plays out. I think the way its being framed and presented is why I'm somewhat lost. That's probably my biggest praise and gripe for this anime original series, believe it or not. XD.
