So this was definitely a bit of a mental overload but what it looked like was while the Puppeteer has Rouge in a dream state he is currently hacking whatever code he needed which was what looked like Rouge with blue hair but i think it's the part of her that allows free will which is what he needs for all other Neans! Also i could be wrong but i wonder if her brother is actually real when playing the piano her brother glitches out and it looks like either a doctor or her mother like you said which would make her part of the creators and i could be stretching but needed to disguise or a decoy so Rouge would listen and obey.

If that's what Code Eve, I wonder if that means she won't have free will now. Unless he just made a copy of it. I do think that's what it is. I might have mentioned it in the video. I can't remember. XD It makes the most sense that is what he wants since it seems like he wants all Neans to have free will. That's an interesting though about the brother. It'd be a great way to control her and make her go after the Immortal Nine. I also wonder if the different eye colors he has is significant or not. I know it's Heterochromia, but you never know in anime. XD
