Looks like it was definitely a setup for Rouge the joker talked to that mysterious guy who must have been the person who was infiltrating the camp by that other Nean group and then talked to the Doctor most like about the setup! Still a lot of holes and who could of been where for the murder it's quite interesting and to top it all of a huge carnival is on its way lol.
