Flexibility for past 40$ Tier Patrons (Patreon)

After checking for a while, I noticed some past patrons who were at some point 40$ couldn't grab a slot on the minicomics, despite having supported for a while at that tier.

So, I want to fix that and give some flexibility. So in the next round of minicomics with cameos, people who were at some point 40$ and stayed there for a while, will be able to participate as if they are 40$ even if they have lowered their tier.

This is because I know cameos doesn't come often, and not always patrons has the oportunity to get the reward, so this way patrons can participate without worrying about that. Just remember that each cameo slot depends on the lifetime support (how long you supported in total) which are used as points.
