When you hold hate in your heart for so long, you can't see past it, even if your actions are wrong. Larry's son hated his father and seeing him alive didn't absolve that. It only made it worse. So even though it was him that called the military, who were armed and were the ones shooting, he still blames Larry for the fact that his own son got caught in the crossfire. In his eyes, if Larry had never come back, it would have never happened. It's not the correct or logical way to think about it but that's what strong, negative emotions can do, cloud your judgment and skew how you see things. Of course, if he forgave and accepted the fact that Larry was back, it wouldn't have happened either but he's too blind to see it that way.
