Wow, I think this is the last episode that i’ve watched of this series, not that it wasn’t interesting because this episode was GOOD but it just didn’t feel like Once Upon a Time. So, I’ll be blindly reacting with you for the next episodes and i can’t wait :)

He can't make a wish because the wishes are still bound by the laws of magic. It's the same reason Anastasia told Grendel that they could bring back his wife if they succeeded with their plan. They want ultimate power that isn't bound by any laws of man or magic. I believe Anastasia and Jafar talked abut this when he told him she had the lamp. They both want this power for one reason or another. "Actually, I am more concerned that you can do what you say you can, with the bottle's power. Will you indeed be able to change the Laws of Magic?" "To make the impossible...possible. You must truly have some unholy desires?" "Oh, that I do. Can you do it?"

I'm thinking that it's probably not the same Sultan that fathered him as the one whose daughter is Jasmine and still rules over Agrabah. If it were, he wouldn't be allowed in the palace, much less the Sultan's advisor.
