That feels like it got suddenly really intense. I'm not all that familiar with the rules of engagement for battles in the tv series or games, let alone how they're being interpreted in the comic, but is this something that people can just do? Can they just demand a battle to claim a claimed pokemon? Wouldn't both sides have to agree? It seems criminal if you can force just a one sided match. (I know battles are something that are just starting to be explored in the comic, so I'm sure things will be explained and/or demonstrated, but this just feels ominous). Regardless, love the page.

Well, technically yes, you need an agreement, as said 3 pages ago; you can't just force people into battle. However, we all know of the existence of criminal organizations such as Team Rocket, Plasma, Galaxy, etc etc etc. That's what Liliscion says in the first panel. Not everyone plays by the rules, and criminal exists. If criminals use Pokémon for their criminal means, people (esp people with high profiles like Lou) must know the basic know how of self defense.
