New Notification Method (Patreon)

Hey guys.
Received a Feedback yesterday regarding the notification system. The issue was that some tiers had to scroll down a lot to find the chapter.

Thought a lot about how I should go around that and send a proper notification like earlier while preventing any spam. Luckily had a good idea. I just have to play around with post access while sending the notification.

This way, every tier will receive exactly one notification.

Kage and Sage of Six path tier Patrons will receive notifications as usual.
Method will be updated for Jounins, Chunins, Genins and Academy Students. Let me know whether this is more convenient.
Also, let me know if any kind of spam is happening.

Edit : I think this arrangement will be perfect. So this will be the permanent way to send notifications from now on. Will decide after feedback.
