If you played to the end of Deltarune, you will see Ralsei take the hat off and shows a bit more girlish cute white side of Ralsei. Still not sure if Ralsei is a boy or not.

Also Ralsei is the same as Asriel if you change the letters, and that was intentional.

Well, Asriel sounds from his description like he's older than Ralsei. I dunno how long Asriel will be in university for, I don't think there's ever an implication of how long he's been there for, but if he's in Uni, he's at least 18, if equating to human years. They are likely different people, but may be connected somehow.
