Whenever I want to make a more "simplified" style like this I always focus on combining large, clear shapes (like her hair and head) with more detailed aspects (such as the wrinkles on her shirt). As for shading, I keep it even simpler and just use it as a way to define any shapes that got a little too lost on the way :)
