Going to be honest, the opening really doesn't spoil anything and neither does the ending. You can watch both of those with no problems.

Having seen latest chapters of the manga I have something to say; If Mirio can have an outfit made of his hair and nail clippings to help him keep decency when going through things, why is Toru in the nude when she goes full stealth? I'm serious, a certain set of events leads Toru's quirk to bug out and start letting people be able to see her, and she does not have any cloths on. In case there is any question of quantity of hair, she has wild medium-long hair that goes just below her shoulder blades.

The bath I can dispute about being okay, but no suit during hero work, or work in general is just indecency that is fined by the law that she as a hero would be legally and morally encouraged to uphold, making it a nonsense reason for her not to have at least a bodysuit if Horikoshi is intent on having girls be seen naked, as the bodysuit would conform to her curves similarly to the other girls in the series.

Straight in-universe answer: There was just no precedent for her invisibility to wear off and she was completely comfortable in her nudity. Extremely difficult to work with fibers that you cannot even see as well. Since there isn't even anything to see under normal circumstances, the only people who would even know that she doesn't even have a costume besides her boots and gloves would be people she knows personally since it seems that details regarding Hero costumes aren't really publicly known besides apparent uses.

Girl has been running around naked a lot of her life. She probably doesn't give a shit. Granted, they should outfit her with SOMETHING to keep the most unprotected parts of her body safe if she's going into actual dangerous zones or big battles, but when stealthing, if she's okay with running around in the buff, it's no-one else's business. It's not like the mangaka is actually drawing her naked - there's nothing to draw there. She's INVISIBLE. Also, I can't imagine how hard it would be to work with invisible hair in order to weave something for her to wear - the tech probably isn't at a level to even register hair no longer attached to her since there'd be no heat or anything - it'd all be based on touch and that would be incredibly hard to deal with. Hell, maybe they HAVE tried to make stuff for her but keep losing the materials.

One is that it's a certain level of fanservice. Let's not beat around the bush. Two is that it's inconvenient to draw and censor naked Mirio all the time, but they just don't have to do that with Toru, mostly. It's not as important since her whole thing is being invisible, it matters less if she's really wearing something or not, from like an outside perspective. Three, like others have been saying, it would have been incredibly difficult to even make something of a suit for her, considering it would be invisible. Four, even if they did make a suit for her, it'd be invisible, and likely get lost, often. It's just not practical. Now, I understand the concern that this superhero is running around completely unprotected. It's not practical to fight crime in the nude, and so the easy solution to this would just be to rewrite how her quirk works. Give her the power to make things she touches invisible. Make her quirk activatable instead of always active. There are lots of things they could have done, many of these issues could be solved by just writing it to be so. But in reality they just want to feed in the idea that there's a naked girl on the screen, even if you can't see her. It's fanservice, in reality. All it is.
