The term "g-pack" means 1000 vials of powdered heroin. Street value of a vial is $10 each, so $10,000 per g-pack. Omar's crew stole two during the re-up (when product is delivered to the local stash houses from the main stash), so they lost $20,000 worth of product. The gel cap on the vial is literally just the colour of the lid. They switch out the colours to make it seem like they have an improved product, which is useful when the quality is weak. They know that the addicts won't go anywhere else, but they're worried about them getting aggressive and causing trouble, which is why they have to trick them. Everyone is selling the same product, all the colours and nicknames are just a sales tactic. This stuff is never really explained properly in the show, but you'll pick up all the slang and be heroin experts very soon.

D'Angelo is our eyes into the world of drug dealing, but he's also very observant of the systems at play here. His explanation of the chess pieces as different parts of the drug game and the chicken nugget conversation of the last episode, for example. And one of the systems at play is American capitalism. As McNulty points out: everything's a market. Drug dealing is arguably capitalism in its purest form: without any regulation, you are expected to kill, cheat, exploit and steal your way to market dominance and extract as much wealth as possible. Another system is the "blue wall of silence" Police don't regulate each other, even when that means people who really shouldn't be police remain on the force or corruption pervades throughout the department. It's like a gang that way, including with violent retribution.

As a slang term, different places use the word differently. In the world of The Wire, it's 1000 vials worth $10k. Rewatch the scene with Wee-Bey talking to Dee after they got hit, he says that they lost $20,000. There's a character later on in the show who thinks that a g-pack is only worth a thousand dollars, because of how unfamiliar he is with drugs. He gets massively ripped off when he tries to sell it.
