I think Lerio is last because he was clearly helped along the way. Like there was no way he would of passed. I also think Killua was rated lower that Gon because of his actions. Like he killed people and Gon didn't and helped virtually everybody. All in my opinion.

The way you thought about the phase comment would have been '4th and final phase', but they said '4th phase and the final phase'. So 2 phases remained.

maybe ambition was also part of the criteria, and dragged killua all the way down from the top. the exams were extremely easy for hisoka as well but he ~exerted force~ on his environment anyways by following his own goals and interests. killua wandered around like a ghost and pinhead slept in a hole for a week - they had no ambition or presence, and were both ranked very low.
