There's a theory (don't continue reading if you care about a plot point that might not appear for another 20 years) that Leorio is going to be the next Chairman. I think this was a very subtle comparison of the personalities of men with good intentions but questionable faults. Leorio and Netero are similiar in a handful of ways, but I can see this as an early seed for a plot point that will only bear fruit near the end of the story.

tbh these are some of my least favorite episodes in all of HH. They're not horrible, but they don't stand up as well as most of the others.
