My money is on Crow is blowing smoke and making it seem like he knows whats going on as per usual, with the guy being that one person he framed back when he was working as a hero still. Don't remember his name, like Bombgineer or something I think. But it explains why they use so many explosives, something nobody else has really horned in on as a schitck besides Crow themself.

Either he's right, and it's a cool reveal. Or he's completely wrong and this guy is either the Bombineer everyone forgot about, or the guy who attempted to mug Crow and was relooked by him, and in both cases it would be hilarious. Crow feels so much like a representation of us, readers, right now. The fourth wall is shaking.
