The arm/disarm (fly/not-fly) decision is made in betaflight. And betaflightis open source and could be modified to arm no mater what the attached remote ID device says. Open source is an unavoidable part of a hobby drone.

It may be the DJI Airunit coming in September has remote ID baked in. Then assuming you use the DJI controller a closed source remote ID system is possible. But that means we’re locked into the DJI ecosystem.
