Let at least 3 hours pass since you see Tifa leaving Sector 7 to see Don Corneo.

By the time you enter the Mansion, she would have already fallen in love with Don Corneo *cough*Manipulate Materia*cough* and ratted everyone out, Sector 7 falls, Avalanche is crushed, Shinra continues ruling and the planet is still dying

But hey, at least Tifa is forever happy
