I don't know why, but for whatever reason the light novels make a big deal about her not being a raccoon demi human, but instead a tanooki demi human. Something about tanooki's having special powers.

So the tiny Raphs are for something called Raph-chan. They're familiars made from Raphtalia's hair. So they're literally made from her DNA. The point where the light novels made that point was actually a pretty good distance away from where the anime is currently at. Even Raphtalia herself seemed confused when people said she was a tanooki and not a raccoon.
