Mrs. Mask is also an Arch-Mage. Not sure what she is the Queen of, though. I thought Katherine's father was the King. Is she her step-mom or something? Or is Bethellium not in his territory?

There are different territories that would be ruled by different people. In this case, Altaira rules over a kingdom of Allem or avian animas.

She may have been a queen of a Raptor Kingdom which was replaced by the new Praedam kingdoms, which Roselynn and Lewellyn are examples. This is a guess on my part. What is known is the Raptor Kingdoms were defeated in a war and were replaced by the Praedam kingdoms. Her still being referred to as a Queen is probably a honorific title due to her high status (former queen and being an arch mage)

Note only Josielle calls her queen. Altaira's status is not really important for the present plot, but more about her will be discussed later.
