Addon for 3d-editors will be located in the folder C:\Program Files (x86)\Ninja Ripper 2.2\importers

Why was remove Mesh Duplicates: Local Space position removed? It worked well for Banjo-Kazooie: Nuts & Bolts.

2.2 does not work on tww3 but 2.1 does for what its worth

Version 2.1 worked for me, but 2.2 didn't. In my experience you do have to use the global injection mode though.

I'm new to NR. I'm curious, does the way game files/formats are setup affect ripping? I want to rip models from Kingdom Come Deliverance to study the armour and weapons. But it misses parts of people and deforms other parts.

From your description it is not clear what the problem is. to import into blender you need to install the addon and import.
