I have a feeling Lock-Up is meant to be a kind of parody of the Punisher, I can't say for certain, but it just feels like it, this is his only appearance by the way, so I guess our little looney tune decided to join Zeus as some of the only characters that stayed locked up in Arkham. Also, you're right, that was a Popeye reference Robin made, the show loves referencing the classics, now that I think about it... given how old Batman TAS is, the writers probably grew up watching Popeye and shows of that era.
