Kabru certainly is a complex character and can be a bit hardto grasp. What he means regarding Laois is that, despite helping people on the surface, he doesn't truly care about them, otherwise he would have noticed how his former comrades were lying to him. Given how exceptionnally observant he is, it's no wonder his vision clashes with Laios'. And so his conclusion is that someone like Laios who doesn't really pay attention to the people around him doesn't deserve the power of the dungeon. Although, without spoiling, his thoughts aren't that simple and there is more to it as you'll see later.
