i love this episode, but maybe it's bias from when i had a crush on kimi as a kid lol. You'll see their mom (Kira). Idk why she isn't in this episode. And Harold is from the later season of Rugrats, when they went to preschool episodes.

Also, Tommy gets more centered episodes later. I think next episode is a tommy one, depending on paramount order. I think they wanted to establish the side characters' personalities and honestly, Tommy was such a blank slate to work with lol. Hence why they just went with a movie lover/filmmaker.
