Prue, Piper and Phoebe face the return of their estranged father, Victor, but Phoebe soon realises he has sinister intentions. The sisters also meet their neighbours and discover they are shapeshifters.

I wouldn’t put too much stock in the characterization of some side characters like Victor, or some the elements of world building and lore in the show at least not right now. I feel like the writers didn’t really have a clear vision of where they wanted to take certain stories early on in season 1 but later on they do get more consistent in their storytelling. For now, it’s probably just best to focus on the emotional beats of the episodes, like in this one which is the pain that the sisters have for not having their dad around for 20 years and Victor trying to understand that he made mistakes and needs to give them time to really accept him back into their lives. Which I feel is what they were getting to at the end. I don’t think Prue just forgives him but after this episode she’s starting to see that he’s human and flawed and hopefully there’s a chance to redeem himself.

I think you're right. The showrunners didn't have a full story for their dad's line and relationship between him and the sisters.
