On Arrothgan there is no such thing as unpunished crime or sin with no redemption.

At times, by law. At times, by living. 

At times - by own comrades. 

Most of organized "wild" crime groups are quite alike Mongolian companies - warmongers with a khan to lead them. They are not just rascals or bandits that tend to spoil others' nerves - they are tight communes that guard their territories and ways, mostly acting like small independent tribal groups with owl small lands to run.

Yet they all, eventually, end up either grind to dust by militaries, shattered by locals - or, in rare cases, growing into independent towns where things escalate to new levels. 

Though some khans fell not to blade or law - but to treason.

Which is easy to understand - knowing how you might end up if your party fail to repel an angry mob or military troop drives those weaker of heart to treason. Because it is, obviously, better to spend some years in penalty under watch instead of being shred into pieces, being sold as an unwanted one to Rosenblatt (especially if you, actually, ended up under khan to escape Rosenblatt...), or with Tongue of Tarnation in your throat. Even if it restores your good name that way...
