The long recaps are a way for the anime developers to drag out the content they can make as much as possible. This was very common for anime adaptations that come out while the source material, the manga, is still ongoing. Eventually, the anime catches up, so what to do? Make the recaps longer or make a lot of filler episodes or insert unnecessary flashbacks from as recent as one episode ago--all of which Bleach's anime does--to give the manga breathing space to release more chapters and get ahead of the anime. One Piece takes this further because a few hundred episodes later, even it's opening songs are twice as long as the normal length, which is actually pretty cool, but the long recaps are still there. This has been much less common in modern anime because instead of releasing episodes every week nonstop for years on end, they make the anime nowadays seasonal.

Man I never actually looked at how long the recaps were in comparison to the episode. I wouldn't mind syncing up after you skip the recap honestly. No one should be subject to excessive anime recap, or laugh tracks while we are at it. If you just happen to use that huge time save to throw in another episode here and there, well that would be welcome too. =D
