Seizing the transform materia really helped Scarlet to put her plan to execution, overthrowing the current president and the vice president of Shinra to take over Midgar and rule the city as she please.

To secure her position she immediately took actions against Avalanche to avoid them taking advantages of the chaos caused by the hierarchy changes that happened.
