I'd imagine it's a sort of "alternate retirement" community of the future. When a person in their 20's or so "fails to launch" or "boomerangs" back to their parents home after not succeeding at finding a job or career, to avoid being a burden to their parent's retirement fun, they are sent there to live out their useless lives as "make-work babies" for others who are paid to care for them.
