You know I could see Anko being so drunk with power that if she lost hair she would not care. Though I know this is just a pre-render and Anko will still have her hair.

Fair point. But as I understand it, substitutions are fairly basic jutsu in the Naruto-verse. I'm gonna chalk that one up to Kishimoto not being good at writing women.
