1. Winner of every tier poll automatically getting excluded from tiers bellow. Example: Lucario won on "Lucky Pup tier" >> lucario automatically getting excluded from all tiers bellow.
2. If winner of current tier won on tier above (was excluded due to win) - second character that got majority of votes will become winner of current poll.
3. in situations of equal amount of votes -  winner of tier will be choosen randomly.

This is why better to vote for several characters that you like.
