Mahito is a great villain because his goals and philosophy directly oppose the main character's, and both are on the extreme ends of the spectrum. Include their simple but contemplative intelligence and it makes the fight over ideology just as compelling as their physical fight.

Todo has insane spatial awareness and reflexes. He's actually a genius. To be able to think on his feet so quick like that, to clap and switch positions between two specific subjects at any given moment in the midst of battle. That is EXTREMELY impressive. I think he did say in S1 that he doesn't actually need to clap to activate his ability? If my recollection is correct there, then the sfx was just added to tell us as the viewers that he used it.
