It's Tedd to Tedd, which is a thing people voted for. Granted, there's a difference between start Tedd and finish Tedd, but it is most definitely a Tedd to Tedd transformation.

I love it! Tedd's female alter ago is one of my favorite of your characters. Her expression in the final panel is great, too. It's like a combination of "Yay!" and "What just happened?!"

Well, Tedd would, being happier as a girl and fond of having a female body (and being a big tease, unless that Was Just A Phase brought on by to the +/- self-confidence stuff going on, or some such thing).

I'm not sure how many working regulations this goes against, but I also know I would be unable to work - no, to THINK in Tedd's lab after seeing him/her in the final form... And I like how we can see him enjoying the transformation (especially when compared to Mild-Mannered's reactions in the previous sequence). We know its pure fun for him, this confirms it.
