That's about how Team Rocket (make money off of Pokemon) felt, anyway. Team Galactic (remake the world) and Team Flare (kill everyone that doesn't pay me $3 million) actually felt like bad guys.

What about Team Aqua and Team Magma? They always stuck me as over-enthusiastic activist groups, who were so focused on their specific cause that they overlooked all the negative side effects. Sort of like if Greenpeace splintered into militaristic "save the whales" and "save the elephants" groups who hated each other instead of a single "save them both" group

In the remakes, they were egged on by someone that *wanted* to cause an apocalypse to prevent the destruction of the world. Somehow. Without telling them.

My guess is around 25% just for the outfits and up to 80-90% where the outfits were a significant factor in the decision.
