I'm guessing it's more the latter as the affects of the cards on a player's personality can be resisted and neither cop nor bunny is a personality card.

Every card can have a subtle effect on personality, and my own personal rules about canon say what's going on is open to interpretation. If one accepts the headcanon of the author (me) as canon, however, it has to do with the fact that Rhoda was stating it as though it were a fact, and wasn't out to "get" anything from Susan when she said it. Susan would generally react poorly to such a thing because it would be said by someone trying to seduce and/or manipulate her, and she has no reason to think touching is imminent. Basically, this matter of fact declaration of her being sexy hits all the right Susan buttons.
