what is THAT? power girl's breasts smaller than supergirl's??? i know: outlandish concept. absolutely foul some would say!

Your style is outstanding as always. But I also think that the bust sizes of both of them could be explained well. Supergirl is still young, her strength comes from her inherent powers, not physical training. Power Girl is a much older version and has obviously discovered the appeal of physical training. By reducing body fat, the bust size also decreases. Power Girl's chest isn't just fat, it's trained muscle and she's obviously proud of it, which is why she shows it off.
