In case you won't watch it. At Least there's many characters to ship. Shinra x Arthur and Shinra x Obi are like a main pair, when it comes to the fans. But also Obi x Hinawa and Joker x Viktor or Benimaru x Konro are very "almost canon" pairings. Shinra is someone who gets paired with pretty much everyone anyways, like Karim, Vulcan, Benimaru, Joker, Burns (Sho would be incestuous so that's a risky one) Obi and Hinawa are like parents to the fire department, so that's sweet and even the antagonists like Joker, Chiron, Sho are really lovable. Maybe this helps, but in the end you can just have fun with the characters, since there's nothing that wouldn't work at all.

Obi x Vulcan ( I like these two the most anything with these two are appreciated ), Obi x Shinra, Ogun x Shinra are my personal choice. There was an episode where they had to pose for a nude calendar too, maybe that can be something.
