Sliding his way into victory?

I have a theory of what will happen later. 1.- Because of the rescued dragons by the wolves, this will help fix the relationship between both nations, but will also have witnesses that will say cragenwall attacked them. This will start a war against them, that I feel Cragenwall wont win. 2.- Even if the BBEG manage to escape, to save their skin, Cragenwall will brand them as going rogue and will hunt them down too, just to avoid a war which I think they know they wont win. The reason Im saying this is because Im sure cragenwall is behind the assasination of the wolf king, and thus behind the war, which if it gets discovered, both nations would get so pissed off, they would destroy cragenwall to the last person and building, because Cragenwall knows that even with their technological might, they wouldnt win a war against either of those nations
