Yes, Bob cause both sides of a conflict are completely innocent during a war. Even The Football war (or 100 hours war if you prefer that term) wasnt innocent. Also didn't he want to wipe out all wolfs from existence seems much more harsh then trying to get civilians out of harms way? And if Bob is gonna pull a "You gave the order" Shouldn't he blame head of government of the wolfs?

I don't think government control all their commanders in medieval times. Due to the long communication time, the king just tell them who their enemies are and the lords will have their own ways to command their own armies.
