So the wolves built a fort on Dragon territory because of naga pirates pillaging them, and I'm gonna wager a guess that it's because these nagas were mostly pirates that someone wiped them all out

Though coming from an island I could kinda see why the Nagas turned to piracy, like maybe they needed to get food and resources that their island couldn't provide since on the map it's WAY out there in the water

haha nope although it does have some similarities. It is actually Phuket Island of Thailand, turned sideways.
