What do you use to draw and animate your art

See i would like to get into 2D animation but photoshop is a bit expensive and i dont really like subscriptions. I would like to be able to shade, but the software i use makes it really hard to do so

I heard other softwares handle shading and coloring much better, I'm sure there are better painting tools out there. I just choose photoshop because it's the one I know the most.

Why do you recommend anything besides photoshop for a starter? I’m willing to spend a little money but nothing too high end
